Formability matters more than strength in shim work. Annealed 430 reaches a 450 MPa minimum tensile strength with 22% elongation, so shim blanks die-slit cleanly and take corrective bends without cracking. The grade is not hardenable by heat treatment, so shims carry no temper ladder.
